中化商务有限公司（以下简称“招标机构”）受湖北航天化学技术研究所（以下简称“招标人”）的委托，邀请有兴趣的潜在投标人就同步热分析仪-FTIR-GC/MS联用系统的下列货物和有关服务提交密封投标：

1.招标产品的名称、数量、技术规格、资金

同步热分析仪-FTIR-GC/MS联用系统1台/套

技术规格：同步热分析仪-FTIR-GC/MS联用系统主要用于检测试样随温度或时间的变化，物化性质的变化；并定性和定量分析试样的挥发物或热分解气态产物；还可以用于定性和定量分析有机化合物等物质成分组成。

资金国拨资金

2.交货地点：招标人项目现场

交货时间：合同签字生效后6个月内完成设备生产和运输，按招标人要求发货至指定位置，2个月内完成安装、调试和终验收。

3.资质要求：

*①投标人应提供有效的营业执照或营业登记证明文件复印件；

*②境内投标人应提供有效的银行基本账户开户许可证或基本账户信息证明文件复印件。

*③投标人及投标人授权代表及投标人法人代表应无行贿犯罪记录，并提供“无行贿犯罪记录声明”，格式见附件，签字加盖公章。

*④投标人或制造商具有本次所投标设备近3年（2018年1月1日至今）的销售业绩，并提供投标人或制造商近3年不少于三份本项目类似的合同复印件或中标通知书。

*⑤投标人应提供其基本账户的开户银行在开标日前3个月内开具的资信证明的原件或复印件（资信证明所致单位不限于招标人及招标机构；如资信证明文件中标明“复印无效”的，应提供资信证明原件，招标机构保留开标当天审核原件的权利）。

4.有兴趣的潜在投标人可于2021年11月2日至2021年11月9日，每日9时至16时30分（北京时间，下同），登录中化商务电子招投标平台（e.sinochemitc.com）办理购标手续。潜在投标人需先进行网上注册（免费）。

2.Deliveryplace:thetenderee'sprojectsite

Deliverytime:Theproductionandtransportationoftheequipmentshallbecompletedwithin6monthsafterthecontractsignaturecomesintoeffect,theequipmentshallbedeliveredtothedesignatedlocationasrequiredbythetenderee,andtheinstallation,debuggingandfinalacceptanceshallbecompletedwithin2months.

3.QualificationRequirements:

*①Thebiddershallprovideacopyofvalidbusinesslicenseorbusinessregistrationcertificate;

*②Thedomesticbiddershallprovideacopyofvalidbankbasicaccountopeninglicenseorbasicaccountinformationproofdocument.

*③Thebidder,theauthorizedrepresentativeofthebidderandthelegalrepresentativeofthebiddershallhavenocriminalrecordofbribery,andprovidethe"Statementofnocriminalrecordofbribery",theformatisintheattachment,signatureandofficialseal.

*④Thebidderormanufacturershallhavethesalesrecordofthebiddingequipmentintherecent3years(fromJanuary1,2018tonow),andshallprovidethebidderormanufacturerwithatleastthreecopiesofsimilarcontractsorbid-winningnoticesoftheprojectintherecent3years.

*⑤Thebiddershallprovidetheoriginalorcopyofthecreditcertificateissuedbythebankofhis/herbasicaccountwithin3monthspriortothedateofbidopening(theentitycausedbythecreditcertificateisnotlimitedtothetendereeandtenderingagency;If"copyinvalid"isindicatedinthecreditcertificate,theoriginalofthecreditcertificateshallbeprovided,andthetenderinginstitutionreservestherighttoexamineandverifytheoriginalonthedayofbidopening.
