合同生效之日起15个日历日内完成《实施方案》的编制工作并报批，并且按《广东省河湖管理范围划定技术指引（试行）》的要求，2021年12月10日前完成石潭水等79.307公里河流划界；2022年8月31日前完成新联水等140.922公里河流划界；2023年8月31日前完成粟坑水等141.486公里河流划界。

本合同包不接受联合体投标

合同履行期限：以合同实际签订期限为准。

二、申请人的资格要求：

1.投标供应商应具备《政府采购法》第二十二条规定的条件，提供下列材料：

1）具有独立承担民事责任的能力：有效期内的工商营业执照(或事业单位法人证书，或社会团体法人登记证书)复印件。

2）有依法缴纳税收和社会保障资金的良好记录：①所属期为2021年5月份或之后任意一个月的依法缴纳税收的证明文件。无需缴纳税收的供应商，则须提供相关部门出具的证明文件。②2021年5月份或之后任意一个月的依法缴纳社会保险的证明文件（对因受新冠肺炎疫情影响需延缴或缓缴社会保险的，供应商可按各地有关政策实施，响应文件中需提供有关政策文件）。无需参加社会保险的供应商，则须提供相关部门出具的证明文件。

3）具有良好的商业信誉和健全的财务会计制度：2020年年度财务报表或2021年5月份或之后任意一个月的财务报表。【财务报表须包含资产负债表、利润表。】

4）履行合同所必须的设备和专业技术能力：详见《关于资格的声明函》。

5）参加采购活动前3年内，在经营活动中没有重大违法记录：详见《关于资格的声明函》。
