合同履行期限：服务期：服务期为3年，自监控点验收之日起计算。完工期：合同签订之日起60天内完成全部视频上线及验收交付工作。

二、申请人的资格要求：

1.投标供应商应具备《政府采购法》第二十二条规定的条件，提供下列材料：

1）具有独立承担民事责任的能力：提供法人或者其他组织的营业执照（或事业单位法人证书）等证明文件，自然人参加投标时须提供自然人的身份证明材料

2）有依法缴纳税收和社会保障资金的良好记录：提供投标截止日前6个月内任意1个月依法缴纳税收和社会保障资金的相关材料。如依法免税或不需要缴纳社会保障资金的，须提供相应证明材料

3）具有良好的商业信誉和健全的财务会计制度：提供财务报告或基本开户银行出具的资信证明

4）履行合同所必须的设备和专业技术能力：提供履行合同所需的设备和专业技术能力的证明材料（详见附件）

5）参加采购活动前3年内，在经营活动中没有重大违法记录：供应商参加政府采购活动前三年内，在经营活动中没有重大违法记录。（须提供书面声明，详见附件）

本项目不属于专门面向中小企业采购的项目；需落实促进中小企业发展政策、支持监狱企业发展政策、支持残疾人福利性单位发展政策等。注：本项目接受联合体投标，联合体成员数量不超过两家，投标文件需附联合体协议。

3.本项目的特定资格要求：

合同包1(东莞市公安局南城分局慧眼小视频租赁服务项目（3年租赁服务）)特定资格要求如下:

(1)信用记录：供应商未被列入“信用中国”网站(www.creditchina.gov.cn)“记录失信被执行人或重大税收违法案件当事人名单”记录名单；未处于(www.ccgp.gov.cn)“政府采购严重违法失信行为信息记录”中的禁止参加政府采购活动期间。（以招标代理机构投标截止日当天在“信用中国”网站（www.creditchina.gov.cn）及(www.ccgp.gov.cn)查询结果为准，如相关失信记录已失效，供应商需提供相关证明资料）；(2)供应商必须符合法律、行政法规规定的其他条件：供应商的单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。除单一采购项目外，为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；(3)特定资格要求：①供应商（含其上级或总公司）必须具有广东省公安部门颁发的《广东省安全技术防范系统设计、施工、维修资格证》壹级资质（非广东省企业须提供省级或以上公安部门颁发的安全技术防范系统设计、施工、维修资格证壹级证书及广东省公安部门颁发的备案证明）。②本项目允许总公司授权其分支机构作为供应商参与本项目采购活动，如果以分支机构作为供应商的，必须在投标文件中提供总公司的授权书。。
